How do I get out of a Windows Error loop?

There is an option to start up in safe mode and also start up repair, but both lead to the blue screen of death that says that a recent hardware or software change may be the problem. Problem is, cannot boot in safe mode or start up repair because it will lead to the Windows Error page. I'm tryin to fix a friends computer and any help will be appreciated. Thank you in advance!
