How do I get paid vacation like police do when they commit felonies?

Cops in Florida torture and then kill a man. No charges, just paid vacation....

Increasinly this is becoming the norm.

Why are officers getting rewarded for bad and illegal behavior with paid vacation while the rest of us would be in jail?
