HOW DO I GET THE MENU ON THE LOCK SCREEN FOR IPHONE 4 TO SHOW UP?

sometimes by accident i do something when im hecking the time and this menu come down from the top of the screen where it gives me the option to turn down the brightness and do other stuff how do i get that menu to come up
