How do I make an all-in-one Windows Installation DVD?

Alright, I definitely think it would be extremely helpful to have an all-in-one Windows disc that contained OSes from Windows 98 to Windows 7. How exactly can I do this? I've seen people create Windows 7 AIO disks but haven't seen them go into other OSes.

Obviously it won't fit on a single DVD either.
