How do I sign up a cell number to recieve calls?

So my friend and I have an ongoing prank war. I want to do something with his cell number. Other ideas are welcome but the only thing I could think of was to have telemarketers and whoever constantly call his number. How would I go about doing this?
Bonus would be if I could get calls concerning planned parenthood and baby/ mom stuff.
