the brake cables pull on a plate that is attached to the other side of the brake cables but not actually attached to the upper plate by anything but tension. the plates can slide on each other but when they are pulled they tension the system just like any other brake. here's a picture of it... http://parktool.com/images_inc/repair_help/gyro-flop032.jpg
