How to charge my Motorola V9x on a regular charger?

I have motorola phone tools on my compute, my Razr2 charges on the laptop I have this on but not on a regular charger or a car charger, is there a mode change that needs to happen that phone tools changes it to?

Any help appreciated if more info is needed Ill pdate this to what u need. Thnks
