how to convert ntsc vhs tapes to pal dvd?

There seems to be lots of ways listed to do the other way round but not this way. I know they are on different lines per sec or such but I just want to know how to do it. I have Cyberlink PowerProducer and Nero 9 but they only have email support and just don't get back to you. Anyway simply what is an easy way to convert NTSC VHS video tapes to PAL dvds.
