How to give a .bat file permissions and ownership in Windows 7?

I make themes for my friends, most of which use Windows 7. Windows 7 requires that you have permissions and ownership of files in the C:\Windows folder. In order for the theme to work, you need to replace those files. On Windows XP, I always used a replacer.bat. Now I have to get the permissions and whatnot, and then you have to manually replace the files. I just need to know if I can give the replacer.bat the permissions and ownership, and if so, how?
