How to make an ISO file for a DVD?

I wish to burn 200 minutes worth of video, all .avi for quality, but the standard DVD can only hold 120 to 150 minutes. I'd rather not go out and buy Dual-Layer DVDs. My only option is an ISO file. I just need to know how to put the videos in one with at least a main menu.
 
winavi to make the avi files dvd compatible. Then dvd shrink to make an iso.
