underside of my hood what are they for? I don't have power locks, windows or seats.

Would they have anything to do with my batterie?

i would begin with your fuse box its located next to your battery,take off the top to expose the fuses,on the underneath of the lid will be a diagram,telling you which fuse is for your ac and heater.try replacing them they are very cheap.don't concern yourself with those ground wires under the hood they are just in case your vehicle was struck by lightening it would be grounded.
If the hood is not grounded it can cause radio interference. Also, if it's painted, it may have been useful in manufacturing, during the e-coat process where the entire body must be electrically charged.
