I have a mini one 2002, the steering is making a loud whining noise...not...

...failing but loud.? I have found the top up point - this has a cap stating CHF 11S ONLY, When i open this cap wih the engine off i can not see any fluid, when the engine is running i can see a small amount of fluid, is this how it should be? is there an indicator as to how much should be in the tank?
i know its an electric steering pump but it must have fluid and the streering has not failed.
 
All Mini's make a low whining noise when you turn the wheel but if this a really loud it's probably your powered steering. Take it to a garage
 
top it up then the noise you hear is the air lock circulting round the pump. the level is the dipstick on the cap.
