I have a standard definition NTSC dvd but i can't get it to play on my lap top....

...Should it play in a DVD pla? yer ?? how can i create a dvd that will play from this dvd?

it may need to be finalized, if it is commercial it will be region 1 and you will have to make sure your dvd drive on the laptop is set to region 1 or any region or all regions or region free
