I OS 4 wont let me change home screen wallpaper on iPhone 3G?

Wow, really Apple this is shit. I know its a little feature but still, I can't upgrade because I don't have the money, and maybe for once I would like to customize my iPhone with out paying at LEAST $99 for the 3GS, which will become obsolete soon enough.
 
iOS 4 wont let you change wallpapers(home screen),multi-task, and a few other things like bluetooth keyboards... Sorry Your out of luck- I'm in the same boat you are :(
