A neighborhood lady died on a cruise ship when I was a kid from a massive heart attack. They had 3 young children and within 9 months the man was married again to a "mail order bride" from Asia. Last I heard they had 3 more children.

I think it would fall under the ships registration country, if the ship is under a USA registration I do believe it would fall under the law's on the United States. And could the husband be held responsible, well he would at the vary least be suspect of foul doings.
