if i have a 27 1/2 in inseam how big a bike should i get?

You don't buy a bike by the wheel size unless you are a little kid.
With a 27 1/2 inseam you want a bike with a 15 inch frame. Go to a bike shop, the bikes at Walmart and other stores are much too big for you. You can get a bike with 26 inch wheels and a small frame.
