...seller is the truthful owner? If one is to buy a second hand fishing boat is there a way to tell if the seller is the truthful owner?

What is to stop someone with a dishonest nature from stealing a boat from and then selling it or buying it on finance and still selling it?

Any help or advice will be gratefully received.

NO WAY! Not possible unless you can read minds!
And some times thieves can produce documents to dishonestly prove ownership!
Better to go through a broker!
