If people choose to go to hell or not, why does hell exist?

If your actions land you in hell, that's gods system of retribution, grossly different from choosing

I believe that hell is for almost all of its residents a slum housing development,established to provide residence for those who will not be morally and spiritually compatible with the residents in heaven; not a place of continuing torture.In fact the Bible mentions that only two people will be subjected to continuing punishment;the False Prophet and the Anti-Christ.
