I will be going on a cruise, and visiting Tunis. i will have a Schengen Visa, and will be in Tunis from 9 AM till 7 PM, do, how and where do I get a visa for Tunis.... can I bribe the border guards?

Call the cruise line and ask. Usually, the cruise line has a "blanket" visa that covers all passengers. If you must get a visa, you need to contact the nearest embassy or consulate. See site below.
