Is it normal that my adopted 5 month old puppy sleeps almost all day?

We just adopted a 5 month old puppy from our local SPCA and he sleeps A LOT! I know it is normal for puppies to sleep alot because they are growing but he won't even think about getting up when I try to take him out to potty. I actually had to lift him up out of his crate to get him to go potty before we went to bed. I am just super worried. The vet said he is healthy...I am just being an overly anxious new mother???
