No. It is a statement of fact. The driving laws are different in the USA and Mexico. I think this is a good thing. I rarely find things he does good.

And yes you are right it is only RACIST if a REPUBLICAN SAYS IT.

teamsters? Or it that racist only? ... if a republican says it?

(Obama won't let Mexicans drive trucks in the US for Mexican companies that ship goods to the US. Isn't that racist? Can't they take some kind of class to prove they can drive?)
