Indeed it is rude, but more so disrespectful.
Talking aggressively loud in public is also rude. Why these kind of people think it is acceptable to share their conversation with the rest of the public is beyond me.

Its not necessarily (rude) for them to answer the phone, however, it becomes rude when they don't let the person know that they are busy at the moment and will call them back ASAP...I believe it is much ruder when someone is constantly looking at their phone (distracted) and not really paying attention to what you're saying...///

Um, yes! My boyfriend's mother invited us over the other day without letting us know we were supposed to be meeting her new boyfriend. We walk in, we're barely introduced, and then she starts a phone call convo with her other son out of state. WTF

The awkward silence begins...
