is making a profile of another person illegal on facebook?

before my profile was hacked then i changed the password. but also someone made another facebook of me with the same name and same photos. also they added all my friends. is that illegal for them to do? for who ever did it? also can anything be charged against that person?
 
im sure its against the rules unless the person gave them permission to make the facebook profile for them.
 
no unless its a cop, principal, teacher, etc. you can make facebooks of whoever else though. but if they find out theyll probably be very pissed
 
Cant really charge them but if you report this to facebook they can close it down, facebook wont pursue them. When dealing with online prosecution FBI would not follow through unless someone was hurt or considerably high amount of money was lost.
