Is there a device on the market that can simply connect to the internet (using WiFi)

for less than $200? I am low on cash and I am looking for a simple device with a screen and built-in WiFi, possibly with a keyboard/touchscreen/mouse or ports, that is similar to a small laptop but is cheaper in price.

Basically, something between a Pocket PC and a laptop.
