Is there a hire car company in France that would hire to an 18 year old driver?

I've checked the legal minimum age for hiring a car in France and I think it is 18, but I am unable to find a company that will actually hire to 18 year olds. So if anyone does know a company that will, I would be very grateful to know who it is.
