Is there a way that a cab or taxi company can make it leagal to amound a bike rack

to the trunk of a taxi cab? I was just curious if they can make it leagal for a cab company to amound a bike rack to the trunk of a taxi cab on the outside of a trunk.

Depends on local ordinances. Most communities make their own regulations on what kind of additional equipment can be allowed or required.

For example, some cities don't allow those advertising signs you see on may taxicabs. Some cities require special colors be used on legal cabs, such as the yellow of New York City taxis.
