Is there anyone out there getting free unlimited dial-up internet access in the USA?

I can't get high-speed access in my area so I have to use dial-up. I want free access. Someone mentioned the government gives it to you if you qualify? Any more info on that? Or other info?

Or, perhaps, info as to how I can obtain high-speed if my phone company doesn't supply it, without paying more than $30 a month.
 
Yea.
President clinton pushed a bill saying that everyone in the USA must have access to the internet for free.
The government doesn't pay for peoples internet bills, if they due it's indirectly, plus THAT money isn't meant for internet. The way they give everyone free internet is though libraries. That is the only way you can get it for free. Other than any internet cafe' that offer free internet.

Most cell phone company's offer modem cards for around $15 a month, some cell phones do it, like the omnia or blackberry if you have one of those
