Is there anyway to argue for control of a YouTube account?

I've been trying for days to find a name so I can make a YouTube account. Literally everything I've been testing out is taken by some person in another country that's 40+ years old and hasn't been active since 2005. Is there anyway I can claim that account or get it to be deleted? Not trying to sound too harsh here, I just think it's a bit ridiculous since I'd actually use it for something while it's just sitting there doing nothing.

I've tried sending messages to users and I never get any responses.

No, not unless you're a famous youtuber basically.

I'm a smaller partner and I emailed partner support aksing for a username. They said that they dont give out inactive names. I said that's completely false because there are plenty of youtubers who take names like "fred", "shane" etc. They said okay we'll put in an application for it and you'll hear something if it's accepted and you won't hear anything if it's not. Weeks later, they gave the name to some partner with like 70,000 subscribers. The name was "jenn" by the way and she doesnt even use it.
