Shifters on the down-tube went out years ago. But, if you're OK with it, so be it. It will only be OK if it fits & rides nice for you. I take it for granted you will test ride the bike before handing over the cash. Make it a long test ride. Make sure you can mount & dismount the bike easily without crushing those 'man parts'.

should be more like 225/250
it;s a good bike though
also you need to be around 5'9 or so but do a test ride

i like downtube shifters but they are old fashioned, no one else does
cheap light reliable

also the biopace stuff kind of brings the price down
you can ride it, but again it just says ''old but not really classic''
