Jeep Grand Cherokee cruise control and horn not working?

Yes and no. They are both electrical items, but probably have different causes for not working. The truth is they are probably dirty inside, if they are related problems , someone probably spilled something on the steering column. The most likely is that the horn does not work from a bad fuse, the fact that the cruise works sometimes says that the relay is probably dirty inside.
 
Chances are you may have an airbag light on as well. This would be an open circuit in the clockspring. I would have a professional look at that for you as working with an airbag can be dangerous.
 
I just bought a used 96 Jeep Grand Cherokee. The horn doesn't work and the cruise control only comes on if I fiddle with the button a lot. Are these problems related? Is it just a relay? A wiring issue? Thanks.
