Lets say we had no religions, what set of laws would an Athiest live by?

if there is no laws on people, how will you measure good or bad behavior, what set of law is right and bad, it has to be based on something right?? This is my question to you

How do you apply that law internationally, that is just your words
 
You would follow the laws of the country you resided in. People would have to use their common sense instead of following outdated laws.
 
The same laws I live by now.
Do you need to carry an outdated book around all day long to tell you right from wrong?
Try using common sense.
 
common sense, logic, humanist ethics, freedom, justice and truth .
 
The laws of the land, the same as I do now.

Morality was not based on the bible, that's why we do not stone 'whores' and do not kill those who work on the sabbath.

If it hurts someone, it's bad. If it doesn't hurt someone, it's not bad. Measuring good or bad behavior, as you put it, past that point only serves to create the ridiculous standards, bias, and lack of acceptance that is so abundant in our world today.
