LG Rumor 2 phone is frozen and stuck at start up screen! HELP!?

My Rumor 2 is stuck at the little hello start up screen thingy, cuts off, then come back on to the hello thing. I have turned it off taken the battery out and everything. Nothing seems to work. Does anyone knows what is wrong? I have Virgin Mobile also if that somewhat helps.
