My bluetooth mouse won't connect to my laptop?

I just brought a Belkin Comfort Mouse and for some reason it won't connect to my Dell Inspiron 1545.
My Dell has bluetooth on it, i'm not sure if it's on or off, if it's off I don't know how to turn it on. Please help? However it connects easily on my sisters HP Pavilion.
 
Turning on your bluetooth can be found in :Start,all program,accessories, bluetooth.
