My character has more flaws than good qualities?

I've been making a few characters, and I want to make them believable... But so far, my first character has more flaws than good qualities? I try to balance them out, and make him believable...But ugh, I don't know.
Does he sound believable, or just plain annoying?
And how can I balance this out a bit?

Personality: He comes across really odd, he's a bit mischievous, and loves to taunt/tease. He’s pretty laid-back, but still a bit perky. He's extremely outgoing, and normally very friendly. Though despite being coolly-collected, when he truly snaps, its not a pretty sight. He can be selfish, conceited, and not the most loyal person. He has a very short attention-span, and gets distracted easily. He's also a tad immature from time to time. He is dangerously clumsy, and normally tries to brush this off, though he gets terribly embarrassed over it.

Greatest flaws: He's selfish, a bit conceited, dangerously clumsy, he’s not very sympathetic , nor compassionate, he’s impatient, and isn’t very loyal. He is often envious of [Character 2] who receives a lot of attention.
Best qualities: He’s artistic, normally cheerful, and lots of fun! Despite his major flaws of being un-compassionate, and conceited, he can be very loving, and affectionate to some people.

Awbzerva -- I know. I'm just writing the basics of his personality, so I, as the writer, can fully know him before I begin to write my story.
I plan to let his mischievous and taunting personality show in the story, rather then just pointing out that 'He is mischievous'

if you are going to write a story, the only way to show character traits such as everything u listed above, is to show them actually doing something mischevious, etc, not just saying, they are mischeivious.
 
Basically, a character has to be likable.
If you can make your flawed character a likably-flawed character, then you're good.
