My turbo starts to whine at 4000RPM? Is turbo going bad?

when driving at low rpms you cannot hear the turbo even when i shift at low rpms you do not hear the blow off valve . but when at 4rpms and i give it throttle you start to hear it spool up and whine then when i shift at around 6-7 rpm blow off valve goes off
 
Well... since you didn't mention your engine, setup, turbos, exhaust, and all, its is impossible to help you, it could be completely normal or wrong, it all depends on the missing info here.

What you can do is to test if the Turbo is working as expected, for that you can use a car performance simulator, there you can set up your car and run performance tests in real life (instructions provided by software) and find out if its as expected or not.

If it whistles than thats normal, but if its making a whine then somethings must be wrong. probably one of the compressors bearings are loose. If it whistles when spooling up thats ok, but whining, like a supercharger(i guess), then you gotta check it out.
