Order of the Phoenix? Why was the MoM empty when the DA went after the prophecy?

So, i've just finished reading ootp for, like, the 10th time and i was just wondering why was it that nobody was around when harry & his friends went to the Ministry of Magic. Besides, if it was empty, voldemort could have simply gone by himself. Give your opinions.
 
HP was the only one who could retrieve it, V'm wanted him to get it, and made it easy for him to find.
 
Because it was the middle of the night and I imagine MOM folks are the kind of people who work 9-5, especially given how it was full of corrupt, useless nitwits who have far more important things on their mind than working. Anyone who was on overtime was probably tucked away in an office somewhere.
