Pokemon Soul Silver: Trading question?

Do you have to beat the game in order to trade pokemon from a different region? I think some of the previous games like D/P required you to beat the Elite Four and get the National Dex....

I am just wondering, because I am currently at the Fighting gym in SS, and I was thinking about trading for an eevee. Any help appreciated, thanks
 
No, you dont have to beat the game unless you want to trade pokemon in the hoenn or Sinnoh dex. Then yes. But in your case you just have to trade with platinum or heartgold. I did it at the fighting gym to get gengar. Anyways, you can get an evee at bill's house in golden rod after you visit the pokemon center at Ecruteak.
