Politics Question? Does the government have the right or power to suppress dissent?

I had a little debate with my family on whether the government has the right or legal power to suppress dissent during peacetime or wartime or any time at all, and if the United States would have risked losing World War I had it not passed the Espionage and Sedition Acts and taken other steps to suppress dissent.

What are you guys' thoughts on this?
 
a too great question ( after all a govt.looks to national security-not personal matters)
