programme means lappy wont shut down, and CTRL+ALT+DLT wont work?!?

Im uploading a thing for this site, which my laptop says is safe. Its taken ages and its like, 1% left. Im tired of it there so I clicked 'cancel' and it bings at me and doesnt shut down. I tried Ctrl+alt+dlt and nothing comes up. So I clicked restart on my lappy and nothings happened. I clicked shut down and still nothing...
what's going on and what should I do??
 
You should be able to hold the power button or close the lid to turn it off.
 
If you can click on the start button and click on task manager and shut down the programme from there.
Or just turn it on and off again...
