Question about Windows 7/XP installation/reinstallation?

I want to ask a few questions about reinstalling only "C" on my friends computer. He is currently using Windows XP SP3, but he wants Windows 7. So he want's only to reinstall "C" so he wouldn't lose his stuff from the other disks. My question is it possible to do so with Windows 7, i know i can do it with Windows XP, but i wanted to be sure that i can do it with Windows 7. Answer if you know and thank you. :)
