Questions about Verizon cell phone....calling somebody after 9PM?

I have a verizon cell phone and I heard that if you call somebody after 9 PM and before 6 AM my time, it's free. does that means if I call somebody with a different carrier (cellphone) after 9PM it wouldn't cost me anything?
after 9PM does that means after the clock hit 9 o'clock or 10PM?
and also does that means it's free to call somebody in another state with a different cellphone carrier?
What time during weekends is it free?

the which u r sayin..is correct..with verizon cellphone plans....u get unlimited verizon to verizon calling anytime..and u get unlimited nights and weekends...
nights start from:(mon-fri)-- 9:01 pm to 5:59 am
weekend hours: (sat-sun):--12 am to 11:59 pm....
