sci-fi short story ideas?

for my english language AS level i need to write a 1000 word short science fiction story but can't think of any basic ideas. any suggestions would be much appreciated, thanks

Man flees an overbearing Authoritative government into an Anarchist neighboring country, because of the romantic ideas he has of it, but finds out it's nothing more than a lawless wasteland of debauchery and filth.

Step 1) Look out your window. The first thing or person you see is your subject.
Step 2) Now go to the frontpage of Yahoo Answers. The person asking the first question is your subject's love interest.
Step 3) Write the feel-good romantic comedy of the year, between a sentient robot (thing you saw out your window) and the lonely, shy (person asking question)
Step 4) Get A.
Step 5) ???
Step 6) Profit

Step 5 may or may not be graduate and get a job as a writer.

First off, try to figure out your time period. A good rule of thumb is that the further ahead in time you are, the more freedom of technology you have.
I've written sci-fi stories too, so I know how you feel. I usually find that a bleak future is more fun to write about than a happy one, and things like cloning, robots, and slavery make good topics.
