Selling Home-Baked Cookies From Home.. Do I need a License ?

I'm 16 and in Singapore. I am interested to sell Cookies from Home, customers will only be limited to friends and relatives. Do i need a license to start this small small business or can I just sell, since it is only to frens ? If i do need a license, where can I get it , and what is the punishment if i didn't get it ? :)

don't know about Singapore, but in the US you would need to bake in a health dep't approved kitchen.
