Someone was taking a picture of my car at a stoplight?

When I was sitting at a stoplight a car came up and I looked over and he was taking a picture. I proceeded to take a weird way home. He didn't follow me or anything but why would they take a picture of my car?
Is this legal?
It's a subaru baja
