Teen weight lifting and nutrition?

I am 16 years old, 5' 4" and 170 pounds. I've been weight lifting for quite sometime, around a year but not consistently but there is a difference in muscle growth. I want to know how much should I intake of carbs in order to lose excess weight and body fat QUICKLY. I know I should take protein in which I do a lot of the time. This is my meal plan so far for the holidays:
Breakfast: Oatmeal with skim milk (sometimes mixed with protein whey)
Lunch: Tuna with whole wheat bread, mustard, red pepper, lettuce/spinach
Dinner: Lean chicken with brown rice (included with mushrooms, red kidney beans, 2 egg whites, onions, garlic, herbs)

That's all I eat and I know I should eat in between those meals, but is that really necessary and will it affect my chance of losing weight? I absolutely use no salt whatsoever when I cook, I just season the meat and everything. I also use organic extra virgin olive oil for cooking.
I have been eating this with a workout plan in which I go to the gym, I also do cardio on speed 6.5 - 7.0 for 15 min. I workout different muscles each day bu I haven't seen a difference in my stomach or fat loss.
I think that I am eating too much carbs, how much should I intake of carbs and what am I doing wrong? I really want to lose weight and lose excess fat

Please help, experienced answers.
 
Is your aim to lose weight or gain muscle? Because if your after losing body fat, loads & loads of protein isn't the way to go. Check the amount of calories in the protein your taking as a lot of people choose to change their diet completly when they're cutting.

In my opinion if you want your stomach any different is that keep your exercises consistent, as in don't miss days out or make up for them if you miss them. For example, I used to play rugby at the time my abs were at there best, that mixed with simple sit-ups every night & used the cycling machines. My diet was terrible but still managed a good defined 6 pac.
