...crisis in California...? If you were a California resident, and the state governor told you that you're not going to get your refund this year but an "I.O.U." instead, what would you do to get your money?
Best answer gets 11 points, especially if you can top mine. I can get your money for you legally (from the government) by the end of March--no penalties, no interest, no jail.
See if you can beat that.

Answer:
Go to your employer and fill out a new W-4, claiming "exempt" so that state withholding no longer comes out of your paycheck.
File your taxes so that your state refund is applied 100% to your next year's liability.
Result: you get your refund through your paycheck rather than your tax form. When your paychecks get you caught up, renew your W-4 again to have withholding again.
