My opinion would be false. I've been cycling for a long time but just recently took up running, and my legs are getting beat up the first 2 weeks. Cycling develops different muscles than running, so even if you may get your cardio trained, but your legs still need the running to build up the muscles specifically for running.
Also, pedaling on the hardest gear (resistance) may not be a wise thing to do, you could injure yourself especially if the seat is set too low.
