We replaced the front pads and rotors on a 1994 Cadillac Eldorado but car still

wont stop? Someone replaced the pads and rotors on our caddy but at the time the battery was frozen so the car would not start when we replaced the brakes so now we replaced the battery and drove down the road and the brakes are still not very responsive ...at all... i thought that when you replace pads and rotors you dont need to bleed the brakes but what could be the issue with these brakes?
 
Are the pads touching the rotors?Does it have brake fluid in it and if you replaced the calipers,did you bleed the brakes?
 
you need to bleed the brakes everytime you change anything dealing with the brakes
 
What do you mean by not too responsive??
Do you mean the pedal goes to the floor or the pedal is hard?

Check the level in the Master Cyl
Peal off the rear wheel & check the brakes for leaks.
If OK crack the bleeders (one at a time & check for air)
