What are the rules on the new American Idol to get to Hollywood with 4 judges?

The other day watching it, 2 of the judges said no and 2 said yes and the person got through to Hollywood. Watching it today, Simon said no and Paula and Cara said yes. They were saying 'c'mon we only need one vote' depending on Randy. Everyone waited in suspense until Randy said yes and the person got through.

This is confusing because I'm not sure whether you need 2 or 3 votes to get in.
 
Simon's vote is the tie breaker
so if simon says no and the other 3 say yes, it's a yes. if it's 2 and 2 whatever simon says goes.
 
3 judges have to say yes to go through. but if its 2 and 2 i think they just let the person through, or do new song and a revote. i dont like it very much this year.
