What do I need to do so that JPEG will play on DVD?

I am looking to add images on to a DVD. I would like to know what software would I need to convert the images to DVD format, have it so that the DVD remote would read each image as a separate chapter (instead of having the option of a slideshow) so that clicking the remote chooses the next image/chapter, have it so I can have a custom background (instead of blackscreen), and be able to have sub-menus within the DVD itself like TV show DVD's that can select the actual episode and click next within the episode to skip around (i.e. Main Menu Episodes 1-5, Sub-menu: episode 1-chapter 1, *click next, Ep 1-chpt 2, and so forth)

An example of what I am trying to do is let's say I have photos from the summer and I categorize them by month, so only those pictures for that month will be part of that sub-menu:

June
-June picture1> June Picture2> June picture 3
July
-July Picture1>July Picture2> July picture 3
August

I want this to play on regular standard DVD players and HD players.
